We surveyed Texas GCs, architects and developers and analysed 374 sealed commercial projects to find what actually breaks tenant fit-out MEP schedules — and what predicts the projects that stay on time. The findings are published and free to read.
What an MEP engineer actually does on a Houston commercial project
An MEP engineer designs the mechanical (HVAC), electrical and plumbing systems for a building and seals the drawings so a building department will accept them. On a Houston commercial project that means load calculations sized to the actual program, equipment selection, duct and pipe routing coordinated against the architectural and structural sets, panel schedules and service-demand calculations, and a drawing set stamped by a licensed Texas Professional Engineer.
The seal is the part that matters procedurally. Houston Public Works will not accept a commercial permit set for review without engineering drawings sealed by an engineer licensed in Texas. What an MEP engineer does not do is install anything. We are the design side. Your mechanical, electrical and plumbing contractors build from our drawings, and we coordinate with them through submittals and RFIs during construction.
Permitting in Houston: what to expect
Commercial permits in the City of Houston route through Houston Public Works. Plan review is a comment-and-response cycle rather than a single yes or no — reviewers issue comments, the design team responds, and the set goes back. The practical goal is to clear on the first or second round, because each additional round adds calendar time you usually cannot buy back.
Two things generate most of the MEP comments we see on Houston commercial sets:
Grease duct enclosure and exhaust routing. Reviewers regularly comment on Type I hood exhaust routing and the enclosure requirements that follow. Worth knowing before you cite anything: Houston enforces the Uniform Mechanical Code (UMC 2021 with Houston amendments), not the IMC — a set citing IMC sections is citing a code the reviewer does not enforce. If the duct has to pass through a rated assembly and the enclosure was not drawn, that is a guaranteed round of comments. We draw the enclosure and the route together so it is resolved before submittal.
Fixture counts and accessibility. Plumbing fixture counts, and the family or assisted-use fixture requirements, catch a lot of tenant fit-outs — particularly when the occupancy classification changed from whatever the space was before and nobody re-derived the count. In Houston these come from the Uniform Plumbing Code (UPC 2021 with Houston amendments), not the IPC, and the two do not agree — fixture-count tables, venting, and grease-interceptor sizing all differ.
Beyond the city itself, projects in the Houston metro may fall under Harris County or one of the incorporated municipalities around Houston, each with its own submittal process. Confirm which authority actually has jurisdiction over your address before you build a schedule around it, because the answer is not always the one the address suggests.
The Houston-specific thing that breaks schedules: electrical service
If your project is a change of use — an office suite becoming a clinic, a retail bay becoming a restaurant — the connected load gets re-derived against the new program. Imaging equipment, sterilizers, kitchen equipment and new HVAC can push the demand past what the existing panel and the building’s service can carry.
When that happens the job stops being an electrician’s permit and becomes a utility project. CenterPoint has its own engineering queue, and if a new or larger pad-mount transformer is required, distribution transformer lead times have been running long enough through 2026 that the transformer, not the drywall, sets the opening date.
The fix is cheap and it is entirely a sequencing decision: run the connected-load calculation against the new program before the design freezes, and file the utility service application early. When Pyra is the right fit for a Houston project — and when we are not
Good fit: commercial tenant fit-outs and ground-up commercial in the roughly 1,000–50,000 sf range. Restaurants and food service. Medical, dental and compounding. Retail, office and office-warehouse. Projects with a real permit deadline where a one-business-day quote and a fast, permit-ready set matter. Projects carrying MBE/HUB supplier-diversity requirements, where our certification counts toward your spend. Multi-site rollouts, since we seal in fourteen states under one workflow.
Not a good fit: we do not design fire alarm or fire sprinkler systems — those are separate licensed scopes, and we coordinate with the contractors you hire rather than pretending to cover them. We do not do residential subdivisions, or water and wastewater infrastructure. And on very large institutional or healthcare campus work, a firm with a hundred-person staff and decades of that specific project type behind them will serve you better than we will; there are several good ones in Houston and we would rather tell you that up front than learn it halfway through your project.
Who can seal an MEP set in Texas — engineer or architect?
In almost every case a commercial tenant finish-out needs a P.E.-sealed MEP set. Under the Texas Engineering Practice Act (Occupations Code Chapter 1001), engineering work prepared for public use — including mechanical, electrical and plumbing design submitted to a city for a building permit — must be performed by or under the direct supervision of a licensed Texas professional engineer and carry that engineer’s seal. Cities do not grant exemptions from a state licensing act; they enforce it at plan review.
The confusion usually comes from mixing up two different Texas boards. The Texas Board of Professional Engineers and Land Surveyors (TBPELS, formerly TBPE) licenses engineers under Occupations Code Chapter 1001 and governs the engineer’s seal on MEP drawings. The Texas Board of Architectural Examiners (TBAE) licenses architects under Occupations Code Chapter 1051 and governs the architect’s seal on architectural drawings. An architect’s seal does not cover MEP engineering scope, and an engineer’s seal does not cover architectural scope. Most commercial finish-out sets in Houston carry both.
Where a finish-out genuinely may not need a sealed MEP set is when the work is purely cosmetic — paint, finishes, non-structural partitions with no change to HVAC zoning, no change to electrical service or panel schedule, no new or relocated plumbing fixtures, and no change of occupancy classification. The moment any one of those changes, the MEP scope is engineering work and needs a seal. Changing occupancy group is the single most common trigger, and it is the one owners most often miss.

Common questions about MEP engineering in Houston
Do I need a P.E.-stamped MEP set for a tenant fit-out in Houston?
In almost all cases, yes. The City of Houston requires commercial permit submittals to include mechanical, electrical and plumbing drawings sealed by an engineer licensed in Texas. Very small scopes with no system modifications are sometimes handled as trade permits, but if you are changing the layout, the occupancy or the equipment, plan on a sealed set.
How long does MEP permit review take in Houston?
It depends on submittal type, project complexity and current department workload, so anyone quoting you a firm number sight-unseen is guessing. What you can control is the number of review rounds. A set that anticipates the common comments — grease duct enclosure, fixture counts, service demand — clears faster than one that does not, and that difference is usually worth more calendar time than any queue position.
How much does commercial MEP design cost in Texas?
Industry-wide, MEP design fees generally fall somewhere between roughly $0.50 and $3.00 per square foot, or about 2–8% of construction cost, driven mainly by equipment density and complexity. A restaurant with a Type I hood, gas piping and a grease interceptor sits at the high end of that range; an open-plan office fit-out sits at the low end. We quote fixed fees rather than percentages so you know the number before you commit.
Can an out-of-state engineer seal drawings for a Houston permit?
Not unless they hold a Texas P.E. license and their firm holds Texas firm registration. The license has to be Texas, and for a firm practicing engineering in Texas, TBPE firm registration is required as well.
Who pays for MEP engineering — the landlord or the tenant?
On a tenant fit-out it is usually the tenant, often reimbursed through a tenant improvement allowance. The lease governs it. Worth reading that clause before you sign, because the allowance sometimes excludes design fees entirely.
What is the difference between MEP design and MEP contracting?
The design engineer produces the sealed drawings and specifications that describe what gets built and demonstrates code compliance. The contractor installs it. In Texas the design work has to be performed under a licensed engineer; installation is performed under the relevant trade licenses.
What does MBE/HUB certification mean for my Houston project?

Does the City of Houston use the IMC and IPC?
No. Houston’s 2021 Construction Code adopts the Uniform Mechanical and Plumbing Codes — UMC 2021 and UPC 2021 with Houston amendments — not the International ones, and NEC 2023 rather than 2020. The City publishes a technical memo on the UMC-versus-IMC distinction because it catches practitioners out. It matters in practice: UMC and UPC diverge from IMC and IPC on fixture-count tables, venting, materials and grease-interceptor sizing. A set citing IPC sections is citing a code the Houston reviewer does not enforce.
Who draws as-built drawings for a multi-tenant building in Houston?
We do, and we field-verify the MEP alongside the architecture. Most requests come from building owners and property managers who need BOMA 2019 area calculations for leasing, or an accurate base set before demising a suite into smaller units. Typical turnaround is about a week for a single-tenant suite. A survey crew can give you geometry; you need an engineer if the drawings have to carry a permit later.
