As-Built Drawings: Do You Need a Measurement Vendor or an MEP Engineer?

Short answer: if all you need is an accurate picture of the space as it exists today, hire a measurement or laser-scan vendor — they are faster and cheaper at that job than an engineer is. If anything is going to change — a demising wall, a new suite, a panel, a rooftop unit, a restroom, an occupancy classification — you need a Texas-licensed professional engineer, because a measurement vendor cannot seal the drawings a city will review. Most landlords who ask this question turn out to need both, in that order, and the expensive mistake is buying the wrong one first.

We get asked this several times a month by owners and asset managers of multi-tenant flex, office, warehouse and retail buildings in Texas. It is a fair question, and the search results are genuinely confusing: type “as-built drawings” into anything and you get a wall of measurement, CAD and LiDAR firms. They are not wrong to be there. They are just answering a narrower question than the one most landlords are actually asking.

What a measurement / as-built vendor actually does

An as-built measurement vendor documents what physically exists. Typically that means a field visit with a laser distance meter or a terrestrial LiDAR scanner, then a drafted deliverable in CAD or Revit: floor plan, dimensions, wall locations, door and window openings, column grid, ceiling heights, and often visible MEP elements such as diffusers, panels, fixtures and roof units.

They are good at this, and they should be your first call when:

  • You bought a building and inherited no drawings at all.
  • You need a leasable-area calculation or a lease exhibit for a broker package.
  • You need a base file that a future architect or engineer can build on.
  • Nothing is being altered — you are documenting, not changing.

What they do not do — and generally do not claim to do — is engineer anything. A scan tells you a 200-amp panel exists. It does not tell you whether that panel carries three tenants instead of one, and it cannot be sealed and submitted for a permit.

What an MEP engineer does that a measurement vendor cannot

An MEP engineer’s deliverable is a design decision backed by calculation and carried by a professional seal. On an existing multi-tenant building, that usually means answering four questions a scan cannot answer:

  1. Does the electrical service carry the split? Existing service size, spare capacity, demand calculation under the adopted NEC, and whether each new suite can get its own metered service or has to be house-metered.
  2. Do the rooftop units zone to the new suites? Existing tonnage against the new floor areas and occupant loads, whether ductwork can be re-zoned or new units are required, and where the curbs and structural support actually are.
  3. Do the plumbing and gas divide cleanly? Fixture counts per the plumbing code for the new occupant load, restroom accessibility, whether the sanitary and domestic mains can be tapped for a second and third suite, and gas metering if applicable.
  4. Does the occupancy classification change? A change of occupancy pulls in egress, ventilation, energy code and sometimes fire protection — and it is the item most often discovered late, at plan review.

In Texas, engineering work of this kind must be performed by or under the supervision of a licensed professional engineer under the Texas Engineering Practice Act (Texas Occupations Code Chapter 1001), and engineering firms must hold a registration with the Texas Board of Professional Engineers and Land Surveyors. That is the line. It is not a marketing distinction — it is a licensure one.

Read that table honestly and the answer for a documentation-only job is: do not hire an engineer. You will pay engineering rates for drafting. Call a scanning firm.

The sequence that actually saves money

The pattern we see work is not “pick one.” It is a sequence:

  1. Document once, properly. Get a good as-built base file of the building — whether from a measurement vendor or from an engineer who field-verifies. Reuse it for every future tenant.
  2. Test feasibility before you sign anything. Before you commit a suite configuration to a broker package or an LOI, have an engineer answer the four questions above. This is a small scope and it is the cheapest hour you will spend on the building.
  3. Design and seal only what the permit needs. Once the split is proven feasible, the sealed set follows the tenant’s actual scope, not a speculative one.

The costly version is the reverse: a scan is commissioned, a three-suite layout is drawn on top of it, the suites are marketed, an LOI is signed — and only then does someone discover the 400-amp service will not carry three tenants, or the two rooftop units cannot zone to three spaces. At that point the fix is a utility coordination job with a lead time measured in months, not a drawing revision.

Where BOMA 2019 fits

BOMA 2019 is a measurement standard — it governs how rentable and usable area are calculated so that a lease exhibit means the same thing to both parties. It is not an engineering standard and it says nothing about whether systems can be divided. A vendor delivering BOMA-compliant areas has done exactly what BOMA asks. If your lease requires BOMA 2019 areas and your suite is being re-demised, those are two separate deliverables from two different disciplines, and it is reasonable to buy them separately.

How to decide in sixty seconds

Ask one question: is anything changing?

  • Nothing changes — you are documenting, leasing as-is, or building a facilities record. Measurement vendor. Done.
  • Walls move, suites split, or a tenant changes use — engineer, and get them involved before the layout is fixed rather than after.
  • You genuinely do not know yet — a short feasibility review from an engineer will tell you which of the two you need, and it is far cheaper than either mistake.
