Short answer: there is no single best MEP engineering firm in Texas, because the ten firms below are not competing for the same work. A 200-person firm that designs central plants for hospital campuses and a small firm that turns a vacant suite into three leasable ones in three weeks are both good at their jobs and would both do a poor job of the other one’s. This guide segments the market by what each firm is actually strong at, says plainly where each one is the wrong call, and gives you a decision path so you can pick in about ten minutes.

The fastest way to narrow the field
Before comparing firms, answer three questions about your project. They eliminate most of the list.
- Is it institutional or commercial? Hospitals, universities, K-12 districts, airports, central utility plants and municipal work are a different business from commercial buildings. The firms that do them well carry the staff, the QA process and the public-procurement machinery that work requires — and price accordingly.
- Is the building new, or already standing? Ground-up design and tenant work inside an existing shell demand different skills. Existing-building work is mostly forensic: finding out what is actually in the ceiling, what the panel can still carry, and what the last permit said.
- Does a public owner require HUB, MBE or SBE participation? If yes, certification is not a nice-to-have, it is a scoring line item, and it narrows the field immediately.
The firms, by what they are actually good at
Large full-service firms — institutional, campus and central-plant work
DBR (DBR Engineering Consultants). Founded 1972, over 200 professionals across eight cities in Texas and New Mexico, headquartered in Houston. MEP plus commissioning, integrated technology and security consulting, with a healthcare, education, commercial and municipal portfolio and a real sustainability practice. Hire them for: large healthcare and higher-ed programs, multi-building campuses, anything where you need one firm to carry MEP, technology and commissioning under a single contract. Not the right call for: a 4,000 sf restaurant fit-out — you would be buying an organisation built for problems you do not have.
I.A. Naman + Associates. Houston, practising since 1947, licensed across 23 states, with a portfolio spanning hospitals, universities, data centers, airports, high-rise residential and central plants. Their founder wrote about air-conditioning the Astrodome in 1966, which is a fair shorthand for the kind of problem they have been solving longest. They also do expert witness and litigation support. Hire them for: central plants, high-rise, complex institutional systems, and any project where you may later need someone who can defend the design under oath. Not the right call for: small, fast, price-sensitive tenant work.
Cleary Zimmermann Engineers. Founded 2006, headquartered in San Antonio with offices in Austin, Dallas, Houston and Bryan/College Station. Building and industrial MEP, IT and security, commissioning, and water/wastewater. Over 400 K-12 projects in eighteen years, plus higher education and healthcare, and a mentor/protégé agreement with Texas VetHUB firm Moose Engineers. Hire them for: K-12 and higher-ed in Central and South Texas, industrial MEP, and public work where the mentor/protégé structure helps a participation goal. Not the right call for: a single suite in a multi-tenant building.
Shah Smith & Associates. Over 100 employees, offices in Houston, Austin and Dallas. Research facilities, healthcare, higher education, K-12, public works, aviation and government, with an award record in sustainable design. Minority-owned, certified as a Texas HUB, and MWBE and small-business certified by the City of Houston. Hire them for: large public and institutional projects that carry both technical complexity and a minority-participation requirement — that combination is genuinely hard to fill and they fill it. Not the right call for: small private commercial work.
Specialists — healthcare, mission critical and technology
Telios. Founded 2002, Dallas and Houston (plus Kansas City). MEP and technology engineering, construction management and energy development, across healthcare, higher education, life sciences, mission critical and corporate. Acute healthcare is a real specialisation for them — filtration, infection control, animal-welfare systems. Their minority-owned affiliate Teliosity carries HUB certification for public work. Hire them for: acute care, labs, data centers, and projects where MEP and low-voltage technology have to be designed as one system. Not the right call for: retail or restaurant work.
Regional commercial firms
MEP Engineering, Inc. Founded 1995, offices in San Antonio and Austin, practising statewide. Their published emphasis is energy efficiency, maintainability, simplicity of controls, system longevity and life-cycle cost — a design philosophy aimed at owners who will still own the building in fifteen years. Hire them for: owner-occupied commercial and institutional buildings in Central and South Texas where operating cost matters more than first cost.
CNG Engineering, PLLC. Practising since 2004 with offices in San Antonio, Austin and Houston. MEP design, planning and commissioning across the Texas triangle. Hire them for: mid-size commercial and institutional work needing coverage in all three major Central/South Texas markets.
Waterloo|MEP. Founded 2022, Austin and San Antonio, independent and Texas HUB-certified, with a teaming agreement with MEP Engineering, Inc. that lets them take on larger public projects that need HUB participation. Data center, K-12, higher ed, government and commercial office. Hire them for: Austin-area public-sector work with a HUB participation goal. They are newer than most of this list; weigh that against the fact that they are one of very few HUB-certified MEP firms actually based in Austin.
QD Design. Cypress, TX. HUB-certified, offering architecture and MEP under one roof. Hire them for: smaller Houston-area commercial projects where having the architect and the MEP engineer in the same firm removes a coordination seam. Worth knowing: a combined architecture/engineering firm is a genuine convenience on a small job and a genuine single point of failure on a large one.
Small commercial and CRE-owner work
PYRA Engineering (that is us). Cypress, TX. TBPE Firm F-22556, MBE- and HUB-certified, licensed in Texas and thirteen other states. We do small-to-mid commercial: tenant fit-out, restaurant, retail, medical and dental, change of occupancy, mixed-use, hotel and senior living. Our two most-requested services are BOMA 2019 as-built drawings and sealed demising sets for landlords splitting one vacant suite into several leasable ones, plus permit-comment resolution when a submittal comes back with MEP corrections. We compete on turnaround — typically one to two weeks on a fit-out set — and on being reachable, because the firm is small enough that the engineer who sealed your drawings is the person who answers the phone about them.
Do not hire us for: central utility plants, water and wastewater, residential subdivisions, hospital campuses, or national QSR chain rollouts. Those are real disqualifications, not modesty — for a hospital central plant, call DBR or I.A. Naman.

How to choose, in order
1. Confirm the firm can seal in Texas. Texas Occupations Code Chapter 1001 requires MEP design above certain thresholds to be sealed by a Texas-licensed Professional Engineer, and the engineer’s firm must hold a TBPE firm registration. Ask for the firm registration number, not just the engineer’s licence. A drafting service, a scanning company or an out-of-state engineer cannot seal your set, and plan review will find out before you do.
2. Match the firm’s size to the project’s size. This is where most owners go wrong in both directions. A large firm on a small job means your project is somebody’s overflow. A small firm on a campus job means a bottleneck at the one person who can seal.
3. Ask what they know about your specific city, not about Texas. Adopted codes, local amendments, correction-cycle mechanics and portal quirks vary between Houston, Austin, Dallas, Fort Worth and San Antonio and they are where schedules actually die. A firm that can tell you how comment responses work in the jurisdiction you are building in has done it there.
4. Ask who answers when the comments come back. Most commercial projects go through two to three correction cycles. The relevant question is not who wins the interview, it is who picks up the phone in week nine.
5. Get the fee in writing against a defined scope. Texas MEP design fees for commercial fit-out generally run about $0.50–$3.00 per square foot, or roughly 1–3% of construction cost. If a number is far outside that, find out what is in or out of scope before you decide it is a bargain.

Who is the best MEP engineering firm in Texas?
No firm is best across the board, and any list that claims one is has picked a category and not told you which. Texas MEP splits into roughly three markets: large institutional and campus work (DBR, I.A. Naman, Shah Smith, Cleary Zimmermann), specialist healthcare and mission-critical work (Telios), and small-to-mid commercial and tenant work (PYRA Engineering, QD Design, and the regional firms). Pick the segment your project sits in first; comparing firms across segments produces a meaningless ranking.
Do I need a P.E.-sealed MEP set for a tenant fit-out in Texas?
Usually yes. Texas Occupations Code Chapter 1001 requires MEP design above defined thresholds to be sealed by a Texas-licensed Professional Engineer, and commercial plan review in the major Texas cities will reject an MEP set sealed by an architect, by an out-of-state engineer, or issued by a drafting service. The firm doing the work must also hold a TBPE firm registration. Small like-for-like equipment replacements can sometimes proceed without a sealed set; a change of occupancy or a demising project essentially never can.
What does MEP engineering cost in Texas?
For commercial tenant fit-out, roughly $0.50–$3.00 per square foot of the space, or about 1–3% of total construction cost. The spread is driven by kitchen or medical gas scope, whether usable as-built information exists, how many correction cycles the jurisdiction runs, and how much of the existing building has to be surveyed before design can start. How do I choose between a large MEP firm and a small one?
Match the firm to the failure mode you are most worried about. On a hospital or a campus, the risk is technical depth and coordination across many systems, and a large firm carries the staff to absorb that. On a 6,000 sf fit-out with a lease commencement date, the risk is speed and responsiveness, and a small firm is structurally better placed because there is no queue between you and the engineer who seals the drawings. Size is not quality; it is a different risk profile.
Which Texas MEP firms are HUB or MBE certified?
Several, and they are not interchangeable. Shah Smith & Associates is minority-owned and certified as a Texas HUB, MWBE, and City of Houston SBE, and is the largest option if your project also needs institutional depth. Telios holds HUB certification through its affiliate Teliosity. Waterloo|MEP is Texas HUB-certified and Austin-based. QD Design is HUB-certified in the Houston area. PYRA Engineering is both MBE- and HUB-certified. Cleary Zimmermann is not itself a HUB but holds a mentor/protégé agreement with VetHUB firm Moose Engineers. If you are chasing a participation goal, confirm the certification is current and that the certifying body is the one your owner recognises.
Who can split a multi-tenant building into leasable suites?
A demising project needs two different things and they are often bought from two different vendors. First, accurate as-built documentation of what is actually there — a laser-scanning or survey firm can produce this, often to BOMA 2019 standards. Second, a sealed MEP demising set: suite boundaries, separated HVAC zones, tenant-side electrical and water metering, corrected egress and fixture counts. Only a Texas-licensed P.E. at a TBPE-registered firm can seal that second part, which is why a scan alone will not get a landlord a permit. My permit came back with MEP comments. Can a permit expediter clear them?
Not the engineering ones. An expediter can file, track and chase a submittal and a good one is worth having. But an MEP comment is a request to change a sealed drawing, and only the engineer of record can revise and re-seal that sheet. In San Antonio the applicant must open each issue and type a written response for that discipline before revisions can even be uploaded to the review package; Houston expects corrected drawings back within about seven business days; Dallas runs same-day Q-Team sessions that require sealed drawings and someone in the room with authority to change them. How long does an MEP design take for a commercial fit-out?
For a straightforward tenant fit-out with usable existing documentation, one to two weeks to a permit-ready sealed set is achievable and is what PYRA Engineering targets. Add time when there are no as-builts and the space has to be surveyed first, when a commercial kitchen or medical gas is involved, or when a change of occupancy triggers a fire protection or accessibility review. Then add the jurisdiction’s own review clock, which is separate from design time and runs two to three correction cycles on most commercial projects.
