Austin Energy Green Building: What AEGB Asks of Your MEP Engineer

Short answer: if your Austin project requires an Austin Energy Green Building (AEGB) rating, the MEP design carries a large share of the work — and the clock starts earlier than most owners expect. The AEGB Project Application is due prior to or within schematic design. The AEGB Conditional Approval has to go in with your building permit application, and it is reviewed against construction documents including mechanical plans and the project’s AEGB Rating Worksheet. AEGB then runs its own inspections, separate from City of Austin inspections. And AEGB Final Approval is a condition of receiving your Certificate of Occupancy. That last one is the schedule risk: no Final Approval, no CO, no opening day.

What an AEGB rating is — and what it is not

Austin Energy Green Building has run since 1991. It rates projects on a one-to-five star scale using a points system of required and voluntary sustainable measures, across single-family, multifamily and commercial building types. Some Austin developments are required to achieve a rating; when that applies, a signed Letter of Intent must be included with the Administrative Site Plan application.

One clarification worth making, because it comes up in vendor conversations: AEGB rates projects, not companies. There is no such thing as an “AEGB certified” engineering firm. Austin Energy does publish a searchable Directory of Green Building Professionals, but that directory lists companies that rate projects with AEGB, and a company must fully complete at least one rating to be listed. Austin Energy states plainly that the directory is not an endorsement. So if a firm tells you they are “AEGB certified,” ask what they actually mean — rater, design team member, or neither.

The four AEGB gates, and where MEP sits in each

The Letter of Intent lays out the sequence. Read it as a schedule, not paperwork:

  1. Project Application — prior to or within schematic design. Submitted in the AEGB Online Rating System, with the signed Letter of Intent uploaded and the Team tab completed. This is the deadline people miss.
  2. Conditional Approval — filed with the building permit application. AEGB issues it after reviewing the construction documents: plans, specifications, mechanical plans, Manual J calculations where applicable to multifamily and single-family projects, and the AEGB Rating Worksheet.
  3. AEGB inspections — separate from City of Austin inspections. Two of them: once after interior mechanical equipment is installed and before sheetrock goes up, and again at substantial completion.
  4. Final Approval — required to receive the Certificate of Occupancy. Issued at substantial completion once the rating has actually been fulfilled.

The deadline that catches people

Gate 1 is the one that hurts. The Project Application is due prior to or within the schematic design phase — long before anybody is thinking about permits. Teams that treat the rating as a permit-stage item discover at building-permit submittal that they needed to register the project months earlier, and that the rating worksheet they have not started is now on the critical path. If your site plan carries an AEGB requirement, register the project when you pick the design team, not when you pick the mechanical units.

Why “separate inspections” is a schedule item, not a footnote

The first AEGB inspection is gated on interior mechanical equipment being installed and has to happen before sheetrock. That puts your mechanical contractor’s sequencing directly on the AEGB critical path, and it means a rough-in that would otherwise be covered has to wait for a second inspector who is not on the City’s inspection schedule. Coordinate the two tracks early. A closed wall that AEGB has not seen is a wall that comes back open.

What Austin plan review actually asks of the MEP engineer

Separate from the rating itself, Austin’s commercial plan review has its own habits. From a 2024 Austin retail permit set that cleared building, electrical, mechanical, plumbing, fire and WUI review, these are the MEP items that drew comments:

  • COM CHECK, mechanical — energy compliance to ASHRAE 90.1-2019 or IECC 2021, signed and dated.
  • COM CHECK, lighting — interior and exterior, signed and stamped.
  • Cooling and heating load calculations submitted with the set.
  • Duct smoke detectors — UL 268A listed, on supply systems over 2,000 CFM.
  • Condensate discharge to an approved fixture or storm drain — not to a roof drain.
  • Plumbing to 2021 UPC with Austin local amendments, including the prohibition on double-wye fittings in the horizontal position under UPC 708.0.
  • Austin Energy ESPA — the Electric Service Plan Application, which is a separate utility approval from the building permit.
  • EV and e-bike charging — listed equipment cutsheets, EVSE overcurrent sized at 125% of continuous load per NEC 625.41, and load calculations that do not carry future equipment.

The WUI track most people do not expect

Austin runs a Wildland-Urban Interface review that many Texas jurisdictions do not. If your site falls in a WUI proximity class, IWUIC 2015 as locally amended applies, and it reaches into the MEP set: ventilation openings need non-combustible mesh at the amended sizing under IWUIC 504.10, and the roof assembly has to be Class A per ASTM E 108 or UL 790 with manufacturer documentation. Check your WUI status before you price the job, not after.

A real Austin example

A standalone 7,381 sf Type IIB retail store in southeast Austin, in the Easton Park area, carried an AEGB requirement. The owner signed a Letter of Intent committing to a minimum Two Star AEGB rating as part of the site plan application. Pyra IXI was the MEP design consultant. The set went to the City of Austin on January 23, 2024 and was approved on the second round on February 24, 2024 — roughly one month across two cycles, clearing building, electrical, mechanical, plumbing, fire and WUI review. Two cycles is a good outcome in Austin. It is achievable when the COM CHECK, the load calculations and the local-amendment details are in the first submittal instead of the second.

Does my Austin project have to have an AEGB rating?

Not every project does. The requirement is attached to certain developments through the site plan process — when it applies, a signed AEGB Letter of Intent must be included with the Administrative Site Plan application. Can an engineering firm be “AEGB certified”?
