Short answer: Dallas does not require your building to be LEED certified. Under the City’s green building code — Chapter 61 — a commercial project can comply by being LEED certifiable, which means designed and documented to meet or exceed a certified rating without registering the project with USGBC. The LEED path calls for LEED v4 at a minimum of 40 points. You still have to prove it, and a City-registered third party still has to review it — but you are not buying a GBCI certification. That distinction is worth real money, and it is the single most misunderstood thing about building in Dallas.
Certifiable vs. certified — why the word matters
Certified means you register the project with the U.S. Green Building Council, pay registration and certification fees, submit documentation to GBCI, respond to their review comments, and receive a formal certification with a plaque and a rating level. That is a real cost, a real schedule item, and a real administrative burden requiring a LEED AP.
Certifiable means the design would earn that rating if you submitted it — planned, designed and constructed to meet or exceed a certified rating — but you never make the submission. Compliance is demonstrated to the City through its own checklist and third-party review process instead of to GBCI.
Owners get this wrong in both directions, and both are expensive. Read it as a mandate to certify and you budget for registration fees, a LEED AP and a submission you never needed. Read it as no requirement at all and you fail third-party review with a set that was never designed to the standard. The correct read is the middle: design to the standard rigorously, document it properly, skip the certification.
The three compliance paths
Chapter 61 gives commercial projects more than one way through:
- The Dallas Green Construction Code. The primary path — Chapter 61 itself, based on the 2015 International Green Construction Code with Dallas amendments, demonstrated through the City’s commercial checklist.
- LEED v4, minimum 40 points. Certifiable, not certified — formal USGBC certification is not required.
- ASHRAE 189.1-2014, the standard for the design of high-performance green buildings.
Chapter 61 is amended periodically and Dallas continues to advance its green-code phases. Confirm the currently adopted code version, LEED version and point threshold with Dallas Sustainable Development and Construction for your specific project before relying on them.
Energy compliance runs on a separate track. Buildings must be designed and constructed to the energy provisions of the Dallas energy code, with IECC compliance demonstrated by a City of Dallas registered Third Party Energy Inspector — a distinct role from the green-building third-party provider. Dallas has adopted the 2021 energy standards locally, ahead of the 2015 IECC that the State Energy Conservation Office still maintains as the statewide baseline. Design to Dallas’s adopted edition.
The scope rule that decides whether you are in at all
Before you pick a compliance path, find out whether Chapter 61 applies to your project. It reaches new buildings, new portions such as additions, and first-time tenant finish-outs. It does not extend to remodels or renovations of existing structures.
For landlords and developers that line is the whole ballgame. A first-generation finish-out of a never-occupied suite is in scope. A second-generation remodel of a space that has been occupied before is not. Two projects that look nearly identical on a floor plan can land on opposite sides of it — with different documentation, different third-party review, and a different budget and schedule.

Who administers it
Dallas runs the green building program through Certified Third Party Providers rather than enforcing it directly with City staff. Third-party providers complete training, pass an exam, and document their green-building experience before they can review. Project designs are reviewed by that third party for compliance with LEED or the IgCC path, and IECC energy compliance is verified separately by a registered Third Party Energy Inspector.
Practically, this means your submittal is being read by someone whose entire job is this checklist. Vague documentation does not survive it. The energy calculations, equipment efficiencies, lighting power densities, ventilation rates and fixture flow rates all need to be explicit and consistent across the set.
What the MEP engineer has to produce
Whichever path you take, the mechanical, electrical and plumbing scope carries a large share of the points and nearly all of the energy documentation:
- Cooling and heating load calculations, and equipment selected to the required efficiencies
- Sealed energy compliance for mechanical and for interior and exterior lighting, against the adopted IECC or ASHRAE 90.1
- Lighting power density and controls documentation
- Ventilation rates per ASHRAE 62.1 for the indoor-air-quality items
- Plumbing fixture flow rates and water-use reduction calculations
- Consistency between the drawings, the schedules and whichever checklist or worksheet the third-party provider is reviewing against
