What an MEP engineer does on an Austin commercial project
An MEP engineer designs the mechanical (HVAC), electrical and plumbing systems for a building and seals the drawings so a building department will accept them for permit. On an Austin commercial project that means load calculations sized to the actual program, equipment selection, duct and pipe routing coordinated against the architectural and structural sets, panel schedules and service-demand calculations, and a drawing set stamped by a licensed Texas Professional Engineer.
Austin’s Development Services Department will not accept a commercial permit set for review without engineering drawings sealed by an engineer licensed in Texas. Permitting in Austin: what to expect
Commercial applications are submitted through the Austin Build + Connect (AB+C) portal and reviewed by the Development Services Department. Austin runs a genuinely multi-disciplinary review — Building, Mechanical, Electrical, Plumbing, Structural, Fire, Health and Industrial Waste all look at the set, with participation from Austin Water and the Austin/Travis County Health Department.
Plan on roughly 15 to 25 business days for the initial commercial review. Most commercial projects then run two to three correction cycles, and each cycle adds on the order of another 10 business days. That arithmetic is the most important thing to understand about an Austin schedule: the initial review is not the long pole, the correction cycles are. Eliminating one round is worth roughly two weeks of calendar time, which is why we design to anticipate comments rather than react to them.
Austin Energy reviews electrical service separately. The utility review runs alongside the city’s, and service capacity questions get resolved on Austin Energy’s timeline rather than the Development Services Department’s. If your project changes occupancy or adds significant connected load, start that conversation before design freezes.
Austin Energy Green Building requirements may apply depending on occupancy and project type. Where they do, they shape mechanical and electrical design decisions rather than being a paperwork exercise bolted on at the end.
Projects outside the city limits may fall under Travis, Williamson or Hays County rather than the City of Austin. Confirm which authority has jurisdiction over your address before building a schedule around any of the timelines above.
The Austin expedite path most tenants miss
If your finish-out is under 5,000 square feet and falls in a Business (B) or Mercantile (M) occupancy, Austin’s Quick Turnaround program reviews it in seven business days instead of the standard fifteen to twenty-five. Small office and retail finish-outs frequently qualify and are submitted through the standard queue anyway, which costs two to three weeks for nothing. Express review is a second option for projects that fall outside Quick Turnaround criteria and can pull initial review down to ten to fifteen business days.
Eligibility is decided at intake, not at review, so the drawings have to be complete on day one — a Quick Turnaround submittal that gets kicked back for missing information loses its slot and re-enters the standard queue. That is the practical argument for a complete, sealed MEP set at first submission rather than a partial one: in Austin, completeness is not just about avoiding comments, it is about keeping the faster review track you qualified for.
The thing that most often breaks a Texas fit-out schedule
If your project is a change of use — an office suite becoming a clinic, a retail bay becoming a restaurant — the connected load gets re-derived against the new program. Imaging equipment, sterilizers, kitchen equipment and new HVAC can push demand past what the existing panel and the building’s service can carry.
When that happens the job stops being an electrician’s permit and becomes a utility project, on the utility’s engineering queue rather than yours. Distribution transformer lead times have run long enough through 2026 that the transformer, not the drywall, can set the opening date.
The fix is a sequencing decision, not a spending one: run the connected-load calculation against the new program before design freezes, and file the utility service application early. When Pyra is the right fit for an Austin project — and when we are not
Good fit: commercial tenant fit-outs and ground-up commercial in roughly the 1,000–50,000 sf range. Restaurants and food service — that is where most of our Austin work sits, from sushi and tea concepts to Korean BBQ and buffet build-outs. Medical, dental and compounding. Retail, office and office-warehouse. Projects with a real permit deadline where a one-business-day quote and a permit-ready set matter. Projects carrying MBE/HUB supplier-diversity requirements. Multi-site rollouts, since we seal in fourteen states under one workflow.
Not a good fit: we do not design fire alarm or fire sprinkler systems. Those are separate licensed scopes and we coordinate with the contractors you hire rather than pretending to cover them. We do not do residential subdivisions, or water and wastewater infrastructure. And on large institutional, campus or heavy-healthcare work, an Austin firm with a hundred-person staff and decades in that specific project type will serve you better than we will — there are several good ones and we would rather say so now than halfway through your project.
Who can seal an MEP set in Texas — engineer or architect?
In almost every case a commercial tenant finish-out needs a P.E.-sealed MEP set. Under the Texas Engineering Practice Act (Occupations Code Chapter 1001), engineering work prepared for public use — including mechanical, electrical and plumbing design submitted to a city for a building permit — must be performed by or under the direct supervision of a licensed Texas professional engineer and carry that engineer’s seal. Cities do not grant exemptions from a state licensing act; they enforce it at plan review.
The confusion usually comes from mixing up two different Texas boards. The Texas Board of Professional Engineers and Land Surveyors (TBPELS, formerly TBPE) licenses engineers under Occupations Code Chapter 1001 and governs the engineer’s seal on MEP drawings. The Texas Board of Architectural Examiners (TBAE) licenses architects under Occupations Code Chapter 1051 and governs the architect’s seal on architectural drawings. An architect’s seal does not cover MEP engineering scope, and an engineer’s seal does not cover architectural scope. Most commercial finish-out sets in Austin carry both.
Where a finish-out genuinely may not need a sealed MEP set is when the work is purely cosmetic — paint, finishes, non-structural partitions with no change to HVAC zoning, no change to electrical service or panel schedule, no new or relocated plumbing fixtures, and no change of occupancy classification. The moment any one of those changes, the MEP scope is engineering work and needs a seal. Changing occupancy group is the single most common trigger, and it is the one owners most often miss.

Common questions about MEP engineering in Austin
Do I need a P.E.-stamped MEP set for a tenant fit-out in Austin?
In almost all cases, yes. Austin requires commercial permit submittals to include mechanical, electrical and plumbing drawings sealed by an engineer licensed in Texas. Very small scopes with no system modifications are sometimes handled as trade permits, but if you are changing layout, occupancy or equipment, plan on a sealed set.

Industry-wide, MEP design fees generally fall between roughly $0.50 and $3.00 per square foot, or about 2–8% of construction cost, driven mainly by equipment density and complexity. A restaurant with a Type I hood, gas piping and a grease interceptor sits at the high end; an open-plan office fit-out sits at the low end. We quote fixed fees rather than percentages.
Can an out-of-state engineer seal drawings for an Austin permit?
Not unless they hold a Texas P.E. license and their firm holds Texas firm registration. Both are required.
Who pays for MEP engineering — the landlord or the tenant?
On a tenant fit-out it is usually the tenant, often reimbursed through a tenant improvement allowance. The lease governs it, and allowances sometimes exclude design fees entirely.
