Project mix across 374 engagements

Restaurants (21%) and retail (16%) are the two largest buckets, but no single use type accounts for more than a quarter of the portfolio. Office, mixed-use, industrial, hospitality, residential, and medical/dental round out the top 10, with a long tail of 13 more categories (church, salon, cosmetology, truck stop, recreational, and others). The breadth means deep pattern-matching on the most common project types plus credible coverage of the long tail. The dataset spans 35 Texas cities and 20+ authorities having jurisdiction (AHJs), 2021 through 2026.

93% of Texas projects run on the modern code stack

Of 374 projects, 349 (93%) code-base on IBC / IMC / IPC / IFC 2021 + NEC 2020 + TAS. The remaining 7% reference older 2018 editions, an occasional NEC 2023, or special amendments (TDLR cosmetology, IWUIC for wildland-interface zones). For most commercial work in Houston, Dallas, Austin, San Antonio, and Fort Worth, the modern stack is what the AHJ expects to see.

Implication for owners and developers: if your prior architect or engineer is still submitting on 2018 IBC, you are likely getting first-review comments on things that changed in the 2021 cycle — the energy-compliance form, the ventilation-rate procedure, and GFCI scope. Re-stamping on the modern stack typically eliminates those comment cycles.

The 5 things that most often delay Texas commercial MEP permits

Across projects that slipped a permit cycle, five recurring issues account for the majority of the delays — and they hit office, retail, restaurant, medical, hospitality, and industrial projects at roughly the same frequency. None of them are MEP design errors. They are coordination and timing failures:

  1. Late equipment vendor swap — a changed cutsheet after design invalidates CFM, gas sizing, electrical loads, and roof curbs.
  2. Undersized electrical service discovered at or after lease signing.
  3. Missing TAS / ADA clearances on the plans (called out in the spec but not drawn).
  4. No early load calc — Manual N or block load run at permit submittal instead of concept.
  5. Late envelope / IECC energy assumptions that force HVAC re-sizing.

The 5-step compression playbook

For each schedule killer above, a specific coordination move prevents it. None require additional design fee — they are timing and documentation moves that apply across every use type.

  1. Lock major equipment cutsheets before MEP design starts — hoods, AHU/RTU/VRF, medical and lab equipment, transformers.
  2. Run the NEC 220 service-demand calc before lease signing. A 30-minute calc up front saves a 6-week service upgrade.
  3. Draw TAS / ADA clearances on the floor plan, not just in the spec — 60″ clear stalls, lavatory and door-pull clearances, plotted visually.
  4. Run a Manual N or block load calc in concept design, not at permit submittal.
  5. Lock envelope and IECC energy-compliance assumptions on day one — insulation R-values, window U-factors, infiltration rates.

What owners, GCs, and architects should do

Owners and developers: get an MEP engineer involved before lease signing, regardless of use type. The two costliest mistakes we see are signing a lease with insufficient electrical service and signing without verifying that existing utilities can support the build-out. Both are 30-minute conversations that save six weeks.

General contractors: push the architect to lock equipment cutsheets and TAS clearances early. The single biggest first-review comment in commercial work is “TAS clearances not shown on plans.”

Architects: hand your MEP engineer the equipment cutsheets and envelope assumptions on day one. The fastest MEP packages are the ones where major equipment locations and the IECC compliance path are already defined.
